Revised General Ordinances Sec. 17-30 gives the commissioner of parks, recreation and youth programs sole authority to issue permits for activities in city parks, and it limits every permit strictly to what its written terms and conditions allow. The same section states flatly that no group may use or monopolize any park facility without first securing a permit, covering everything from a reserved picnic shelter to an organized athletic league taking over a ballfield.

The fee schedule in Sec. 17-40.5 prices that permit system. A basic permit issued under Sec. 17-30 costs $50, not including Clinton Square events, plus any additional staff charges at the prevailing rate. Groups renting an indoor facility such as a community center pay a two-hour minimum of $40 per hour for city residents or $80 per hour for non-city residents, plus a refundable $75 cleanup deposit. Athletic field reservations run $15 per hour for city-affiliated groups or $50 per hour for non-city-affiliated groups, each with a $25 refundable cleanup deposit and a two-hour minimum. Equipment add-ons include a $50-per-day sound system, folding tables at $10 each, and picnic tables at $73 per six-table load.

Because Sec. 17-30 makes the permit's written conditions binding, a group that exceeds its reserved time, location, or headcount is operating outside the permit and can be removed by park staff. Chapter 17 penalties apply under Sec. 17-32: a fine up to $500, imprisonment up to 15 days, or both, or a civil penalty up to $500 the city can pursue in a civil action. Reservations are handled through the Department of Parks, Recreation and Youth Programs, which also administers the separate, higher-priced permit track for Clinton Square, the Inner Harbor, and events in front of City Hall.
