Sec. 24-62 makes the permit mandatory: no person, corporation, LLC, general partnership or limited partnership may "set up, maintain or operate a sidewalk cafe" without one, issued by the commissioner of public works for sidewalk locations or the commissioner of parks, recreation and youth programs for park locations.
The Sec. 24-63 application must go to whichever department has jurisdiction and must disclose hours of operation, a site diagram, the square footage to be used, and proof of any other required licenses and permits. Sec. 00 for anything larger, payable when the application is submitted; the city will not accept an application whose fee is unpaid. Sec. 24-65 requires operators to sign a sworn statement that they have read the commissioner's operating rules and regulations and agree to follow them, and Sec. 24-66 requires commercial general liability insurance naming the city of Syracuse as an additional insured.
