West Valley City, UT Special Events & Permits: Park Event Permits (2026)

Section 4-1-122 makes it unlawful to "conduct or carry on any celebration, parade, service, speech making or exercise" in any West Valley City park or playground without first getting the City's permission, and it is equally unlawful to take part in one held contrary to that requirement. That prohibition sits inside Chapter 4-1's parks and playgrounds rules, which § 4-1-101 makes a Class "B" misdemeanor to violate, with every day of noncompliance treated as a separate offense. Organizers reserve the space itself under the City-owned-property chapter: § 4-3-102(4) lets the City run a reservation system giving individuals or groups exclusive use of a City-owned property, or a portion of one, for a limited time, and even extends to reserving public streets when the City Manager finds exclusive use is in the City's best interest.

Section 4-3-103 lets the City charge for that use, including advance reservation fees, per-user charges, and cleaning deposits. unless the City has given prior approval for later use (§ 4-1-126), alcohol possession or consumption is banned in every City park regardless of the event (§ 4-1-127), and anyone selling merchandise or running a business at the event, such as a food vendor, still needs a separate West Valley City business license under §§ 4-1-113 and 4-1-118.
