Sandy's recreational facilities chapter, Title 13 Chapter 11, puts the Parks and Recreation Director in charge of both the rules for using City parks and enforcement coordination with the Sandy Police Department, which has enforcement authority in every recreational facility. Under Section 13-11-3, a person may not continue using a court, field, or recreation facility once another individual shows a reservation for that time, once notice is given that the City has scheduled the space for a City event or program, or more than one hour after someone else is waiting, unless the current user's own Parks and Recreation Department reservation runs longer than that hour.

The same section separately bars using a court, field, or recreation facility for pay or compensation without a permit, contract, or prior written approval from an authorized City representative, and bars conducting or carrying on any parade, formal celebration, or service without express written permission from the Director, the City Council, or Salt Lake County. for lit fields, and anyone wanting access outside those posted hours needs express written permission from the Director, the Director's assistant, or the County specifying the exempted hours. 'Park' is defined broadly in Section 13-11-1 to cover any ground the City operates and maintains for public use, including undeveloped natural parks, but specifically excludes plazas, promenades, golf courses, and the Sandy Amphitheater, which fall under different permitting rules.
