7 of the Revised General Ordinances makes it unlawful to hold meetings, exhibitions, parades or picnics, or to engage in swimming, boating, organized games, horseback riding, skating or model-vehicle operation in Township parks, except at places and times designated by the Parks Department or under a permit. 8j separately requires a written permit from the Parks Department before anyone may sell, offer for sale, vend or give away any object or merchandise in a park. 9: a permit authorizes an act only to the extent it is performed in strict accordance with its terms and conditions, and any violation by the holder or the holder's agents or employees is grounds for the Department, or its authorized representative, to revoke the permit, with that revocation decision being final.

If a permit is revoked, any money already paid toward it is, at the Department's option, forfeited and retained by the Department, and the holder together with the agents or employees who violated the terms remains jointly and severally liable to the Department for any damages or losses beyond the forfeited amount. Applications for permits are submitted to the Department of Parks and Recreation, which issues the permit once the conditions of the section are satisfied. None of this forfeiture or damages recovery relieves the permit holder from separate liability to punishment for violating any Woodbridge Township Park Regulation. 6d7.
