015(C). A license is required for any use longer than one week; shorter uses can instead reserve parking through the City's ordinary parking permit system. The application must identify the adjoining business, include the property owner's written consent, and attach a detailed site map showing barriers, propane or other heating elements, and any electrical cord crossings, plus an emergency protection plan covering emergency access points, water supply, tents, canopies, and heat sources. Adjoining businesses may file joint applications, but a parklet can sit only in parking spaces adjacent to the applicant's own storefront.

Parklets are barred from ADA-marked spaces, must keep clear building and fire access, drive aisles, hydrants, and sprinkler connections, and may not go on any street with a speed limit over 25 miles per hour. Licensees must maintain year-round snow removal and cannot make permanent modifications to the right-of-way; when a license ends or is revoked, the licensee must remove the parklet and its furnishings at its own expense or the City will do the work and bill the licensee. Citywide, commercial parklet licenses are capped so they never take up more than five percent of Downtown District on-street parking, and available slots go out first-come, first-served.
