Bend, OR Special Events & Permits: Sidewalk Dining & Cafés (2026)

015 governs sidewalk cafes citywide: no sidewalk, right-of-way, or other public property may be used to sell food or beverages for on-site table consumption without a sidewalk cafe or commercial parklet license, and the license must be renewed every year and cannot be transferred to a new owner or business. To qualify for a sidewalk cafe license, the applicant must lawfully operate an adjacent restaurant, the property owner must consent in writing to the license, and the seating layout must leave an ADA-accessible passageway of at least five feet along the sidewalk.

005 layers on additional application requirements: the applicant must hold the City harmless, carry liability insurance at least equal to the City's tort liability limits, and post a damage deposit set by Council resolution, with City approval required before any change in operations. 025 apply on top of the permit: licensees must keep the area within 10 feet of the cafe free of litter and debris, clean any surfaces they soil, and may not use the City's storm drainage system, drive motorized vehicles onto sidewalks, run electrical cords, or block ADA access, bike racks, kiosks, or building entrances.

If a damage deposit runs short of cleanup or repair costs, the City Manager can revoke the license or require an additional deposit as a condition of continued operation, and any unused remainder is returned only after the license expires.
