Broomfield, CO Special Events & Permits: Sidewalk Dining & Cafés (2026)

Broomfield Municipal Code § 5-28-240 governs a "communal outdoor dining area": two or more liquor licensees who want to establish one, or a single licensee who wants to attach to an existing one, must submit an application to the city clerk along with whatever further information the state or local licensing authority reasonably requires. The clerk must place the completed application on the local licensing authority's agenda for a public hearing held no less than seven and no more than forty-two days after the application is complete (§ 5-28-240(B)).

The authority can compel attendance of any person it deems necessary and may reject the application outright if the applicant cannot show it can attach without violating the Broomfield Municipal Code or state law (§ 5-28-240(D)). Every communal outdoor dining area must comply with the Colorado Liquor Code and its regulations (§ 5-28-240(E)), and any attached establishment is subject to the same suspension, revocation and enforcement powers as a standard liquor license, including revocation of the attachment itself after a hearing for cause (§ 5-28-240(F)).
