020(A) makes the special-event list exclusive: no use listed in the section may run on any city or private property without an approved special event permit. Under subsection (B)(1), for city property including public rights-of-way, sidewalks, and parking lots, the code names "street fairs, carnivals, and outdoor markets" as item (c), alongside organized recreational events, parades, outdoor concerts, temporary film production, and certified farmers markets. 030 sets the process: the permit must be approved before the event begins, using an application form from the department of planning and community development that includes the applicant's and property owner's name, address, phone number, and signature, plus a location map and a plan for the temporary use.

The director circulates the application to concerned city and county departments, then weighs effects on adjacent property, traffic, local aesthetics, parking, setbacks, structural soundness, site orientation, and hours of operation, and may impose reasonable conditions to mitigate impacts. 040(F) caps most nonprofits at one special event permit per calendar year for use of the public right-of-way, though events sponsored or co-sponsored by the city or a park district are excluded from that cap. 050(B) also requires posting a security deposit or bond to guarantee removal of all materials, personal property, and structures after an outdoor carnival, circus, or rodeo closes.
