Chapter 5-17 of the Simi Valley Municipal Code governs any parade, athletic event, or public assembly that obstructs or interferes with normal traffic on a City street, sidewalk, parking facility, or right-of-way, the situation a street fair or festival creates the moment it closes a block or occupies parking. 03. Applications generally must be filed at least 45 days ahead to preserve the right to appeal a denial to the City Council, or 25 to 45 days ahead if the applicant is willing to waive that appeal right; the Chief of Police must act within 10 days of a completed filing.
