Full Breakdown

Any street fair, festival, or public gathering expected to draw 500 or more participants or spectators on City-owned or Duval County public property needs a Special Event Permit from the Chief of Economic Development (Sec. 191.103). Applicants must file 90 to 365 days ahead with a nonrefundable fee, carry at least $1 million in commercial general liability insurance, and indemnify the City (Secs. 191.104-191.106). Applicants must also pay 50 percent of the City's police, fire-rescue, sanitation and cleanup cost quote up front, with the balance due by the event's end (Sec. 191.107). Permits can be denied over traffic, safety, or venue-capacity conflicts, with a five-business-day appeal to a City committee (Sec. 191.108).
