Section 9-1-45.12(b) governs 'center-wide events,' defined to include the temporary outdoor display and sale of merchandise, arts and crafts shows, fairs, and entertainment within a commercial center, distinct from the sidewalk sales an individual retailer can hold under subsection (c). A commercial center's owner or manager may apply for a temporary use permit for a single event, for more than one event on one application, or for an ongoing 'special events program' listing every planned date, activity, and sign for the year, but no center may exceed four such events annually and none may run longer than three consecutive days.

Every application must include a plan for removing temporary facilities and cleaning up and restoring the site within 24 hours of the event's end, unless the temporary use permit sets a different deadline, and the city can require a cash bond or other guarantee to ensure that cleanup happens. Before approval, the fire chief reviews the application and the event must meet whatever fire-prevention and emergency-access standards the fire chief specifies, which in practice covers issues like tents, canopies, and aisle widths for the Orange County Fire Authority.

Signage tied to a center-wide event is separately capped under § 9-1-45.12(d)(2): non-illuminated special event signs may total up to 30 square feet and may be displayed no more than ten days per approved event, while individual businesses running their own sidewalk sales are held to 12 square feet and only the three days of the sale itself. Flood, laser, or search lights at any of these events are not permitted unless the temporary use permit specifically approves them under § 9-1-45.12(e)(4).
