Laguna Niguel, CA Special Events & Permits: Block Party Permits (2026)

Article 9 of Title 7 (Sections 7-4-900 through 7-4-902) sets the rules for temporary street closures in Laguna Niguel, covering block parties and similar neighborhood events. Section 7-4-900(a) makes it unlawful to close a public street without a permit from the director of public works, who may attach terms and conditions necessary to protect public health, safety and welfare, and permits are issued only to adults. Every closure must keep a 15-foot-wide emergency vehicle lane open through and beyond the closed area in both directions, and nothing may obstruct a 15-foot radius around any fire hydrant.

A permit cannot run longer than one calendar day or authorize closure before 8:00 a.m. or after midnight, and it cannot close an intersection, more than 600 feet of a street measured along its centerline, or more than 300 feet of a cul-de-sac or dead end. No more than five temporary street closures are allowed on the same day within any single fire station's initial response area, decided first-come, first-served. Alcohol sales are banned at any permitted event, and minors may not consume alcohol there.

The permittee must return public property to its original condition afterward, personally pick up and return all barricades from the public works department, and notify Laguna Niguel Police Services and the Orange County Fire Authority of barricade placement and removal times. Events must comply with the city's noise abatement provisions in Sections 6-6-1 through 6-6-15, and the director may immediately suspend or revoke a permit for noncompliance. Applications go in 30 to 90 days before the event under Section 7-4-901, and permit denials can be appealed first to the traffic commission and then to the city council.
