Royal Oak, MI Special Events & Permits: Street Fair Rules (2026)

Section 312-6, part of the 2023 rewrite of Chapter 312, the Special Event Ordinance, sets special rules for the Arts, Beats and Eats Festival inside the Festival Zone defined in § 312-3(C): the area bounded by Catalpa Drive/Gardenia Avenue on the north, Alexander Avenue/Longfellow Avenue on the east, I-696 on the south, and Woodward Avenue on the west. Subsection A lets outdoor service areas already approved within the Festival Zone keep operating during the Festival but bars them from being increased or expanded for the event.

Subsection B grants Arts, Beats and Eats, Inc. the exclusive right to hang temporary banners recognizing Festival sponsors on public property, with the City's prior approval, and on private property, with the property owner's prior approval, within the Festival footprint during the Festival and for the one day immediately before it; during that same window, an owner or lessee of private property inside the footprint may not hang any commercial signage for any other entity besides its own business on its building or storefront. Subsection C requires anyone staging a separate special event tied to the Festival but outside the Festival Zone to file a permit application at least 60 days ahead with the City Clerk, following the same procedure set out in § 312-4.

Section 312-3(C) separately bars any other special event permit, one-day liquor license, transient merchant license or peddler's license inside the Festival Zone during the Festival for anyone other than Arts, Beats and Eats, Inc.
