City Code § 90-9 limits who can bring an off-premises carnival, fair, circus, parade or similar temporary amusement to Sanford: the permit holder must be a bona fide charitable, fraternal, educational, governmental, cultural, civic or religious organization that maintains a permanent location for its activities within the city, so an out-of-town carnival operator cannot apply directly and instead has to partner with a qualifying local group. A parallel rule in § 90-8 applies the same in-city eligibility test to off-premises sales events, including seasonal sales like Christmas tree lots, fireworks stands and pumpkin patches, letting either a qualifying local organization or a business with a physical location in the city hold the permit.

Once a qualifying sponsor is in place, § 90-10 adds a hard location limit specific to carnivals and circuses: no carnival or circus may operate within 300 feet of a residential zoning district or an existing residence, and § 90-11 requires city approval of the site itself, weighing the event's compatibility and intensity against surrounding land uses. Vendors running only routine sidewalk sales of merchandise they normally sell inside their own store are exempt from needing any special event permit at all under § 90-12, but only up to four such sales a year and only for three consecutive days each; a fifth sale or a longer run needs a full special event permit. Motion photography production is separately exempted from the whole chapter under § 90-13 once the city has issued its own production permit.
