Virginia Mobile Food Unit Permits Under State Health Code

The Virginia Food Regulations at 12VAC5-421 govern all mobile food units, defined as wheeled food establishments readily moveable during operation. Operators must obtain a VDH permit, designate a servicing area, and meet equipment, water, waste, and food storage requirements. At least one employee must be a Certified Food Protection Manager under 12VAC5-421-55. These food safety standards apply uniformly statewide; localities cannot impose conflicting food safety requirements but can regulate vending zones, parking, and business licensing.
