Washington State Recycling and Organics Management Law

Under RCW 70A.205 (Solid Waste Management Act), every county must prepare a comprehensive solid waste management plan that includes recycling. Urban areas must offer curbside recycling collection. The Organics Management Law (RCW 70A.205.540 through .550, effective 2022) requires businesses generating significant organic waste to subscribe to organics collection services and recycle yard debris and food scraps based on volume thresholds phased through 2026. The Department of Ecology oversees compliance and beverage container recycling under RCW 70A.530.

Non-compliance with the organics law and solid waste plans can result in civil penalties up to $1,000 per day under RCW 70A.205.270 and required corrective action.
