Baldwin Park's Building and Safety Division requires pool plans to meet the California Swimming Pool Safety Act barrier rules (H&S 115920-115929) plus the city's own pool-fencing ordinance, BPMC Sec. 7-18.10. State law fixes the enclosure standard - generally a 60-inch barrier and at least two approved drowning-prevention features for new or remodeled pools.
The City of Baldwin Park enforces pool barriers through its Building and Safety Division. Item 69 of the City's Residential Plans Correction List directs applicants to 'show compliance with State Code and City Ordinance Pool Fencing and Safety Barriers requirements,' expressly citing BPMC Sec. 7-18.10 and Health and Safety Code Sections 115920-115929 - the California Swimming Pool Safety Act. Under that state law, which the City adopts and enforces, when a building permit is issued for a new or remodeled pool or spa at a single-family home the pool must be equipped with at least two approved drowning-prevention safety features, one of which may be an isolation enclosure. The enclosure barrier under the Act must be at least 60 inches (five feet) high. Note that the City's separate zoning fence-height rule in BPMC 153.130.060 generally caps residential side and rear yard fences at 6 feet and front-yard fences at 3 feet (or 5 feet for open wrought iron) - so a code-compliant pool isolation fence fits within those side/rear limits, but a homeowner cannot rely on a low front-yard fence as a pool barrier. Separately, any glazing in walls or fences used as a pool barrier for indoor or outdoor pools must be labeled safety glazing under California Residential Code R308.4. The City handles the plan check and inspection; ask Building and Safety for its current pool safety handout for the exact barrier, gate and latch details required at your address.
A pool that fails to provide the required barriers or drowning-prevention features will not pass the City's required inspections, and the permit cannot be finaled until the deficiency is corrected. Existing pools out of compliance can draw Code Enforcement action. Confirm the current barrier checklist with Baldwin Park Building and Safety at (626) 813-5265.
