Sec. 46-2 sets minimum maintenance standards for every existing residential and nonresidential structure and premises in the city, incorporating the 2006 International Property Maintenance Code for light, ventilation, plumbing, mechanical and electrical upkeep. The section requires that exterior property stay clean, safe, secure, structurally sound and sanitary, that grading, drainage, sidewalks and driveways be kept in good repair so they do not create a blighting problem, and, in the same paragraph, that "swimming pools shall be maintained in clean and sanitary condition and in good repair and shall be properly enclosed." The section cross-references 2006 IPMC Sections 101, 301, 302, 304, 305, 308, 401, 501 and 601 for the detailed exterior and pool standards it incorporates.

For the pool's own construction and barrier specifications, Sec. 18-551 separately adopts the most recent edition of the International Swimming Pool Code by reference, and it is unlawful to violate any provision of that adopted publication. The Property Standards Department enforces the maintenance requirement under Sec. 46-3 by issuing citations to whoever is responsible for a violation, and Sec. 46-4 lets the department also sue to restrain, correct, or abate a violation, or to stop illegal use of the property, on top of any fine.
