Edmond requires every residential swimming pool, spa, or hot tub capable of containing water more than 24 inches deep to be enclosed by a barrier at least 48 inches (4 feet) high with self-closing, self-latching gates. Requirements derive from the 2018 International Residential Code Appendix AG105, adopted by the City of Edmond on August 14, 2023, and codified under Title 16 (Building Codes).
The City of Edmond adopted the 2018 ICC family of codes, including the International Residential Code (IRC), effective August 14, 2023. Pool barrier standards are set out in IRC Appendix AG105 (Barrier Requirements) and enforced by the Edmond Department of Building & Safety (22 E. Main Street). Per the city's Swimming Pool Barrier handout and AG105, the barrier must be a minimum of 48 inches in height measured from the outside finished grade, with no more than a 2-inch gap between the bottom of the barrier and grade (4 inches over a solid surface). Vertical openings cannot allow passage of a 4-inch sphere; for chain-link mesh, the maximum opening is 1.75 inches unless slats are installed. Pedestrian access gates must open outward away from the pool, be self-closing, and have a self-latching device; if the latch release is on the pool side, it must be at least 3 inches below the top of the gate and the gate must have no openings greater than 0.5 inch within 18 inches of the latch. Where a wall of the dwelling serves as part of the barrier, doors with direct access to the pool must be equipped with an alarm or the pool itself must have an approved safety cover or powered cover. The state-level authority for the city's adoption of these codes flows from the Oklahoma Uniform Building Code Commission Act, 59 O.S. Β§1000.21 et seq., administered through the Construction Industries Board (CIB).
Operating or maintaining a non-compliant pool barrier is a building code violation enforced by Edmond Building & Safety. Inspectors may issue a Notice of Violation requiring correction; failure to comply can result in stop-work orders, denial of final inspection or certificate of occupancy, and municipal citations under Title 16. Continued violations can be prosecuted in Edmond Municipal Court with fines per occurrence.
