Sec. 3-86(b), part of the ordinance adopting the International Swimming Pool and Spa Code, 2018 edition, imposes a construction-phase fencing rule distinct from the completed-pool barrier standards written into that adopted model code itself: it requires that all licensed pool contractors erect a temporary fence, at least forty-eight (48) inches high, at the beginning of excavation and keep it up during construction of the pool, and provides that the fence may be removed only after the Building Official has performed a final inspection. The requirement is enforced as part of the same permitting and inspection process that governs the rest of the pool project under Sec.

3-86(a): because the ISPSC's provisions on permits, plan review and enforcement are adopted wholesale, the same Building Official who oversees the pool construction permit is the official whose final inspection triggers the right to remove the temporary fence. This construction-phase barrier is separate from the permanent pool-barrier and self-closing-gate specifications contained in the body of the 2018 ISPSC itself, which the city adopted by reference at Sec. 3-86(a) but did not reprint or locally amend in this section; owners and contractors should verify those completed-pool barrier dimensions against the adopted 2018 edition directly with the Building Official's office rather than from a locally rewritten table.
