Long Branch zoning (Ch. 345 Special Regulations) requires all swimming pools to be enclosed by a minimum 4-foot-high fence or wall. The NJ Uniform Construction Code (N.J.A.C. 5:23) based on the International Swimming Pool and Spa Code requires: minimum 48-inch barrier height measured from exterior grade; vertical member spacing no more than 4 inches when horizontal rails are 45+ inches apart; chain-link mesh no more than 1.75 inches; self-closing, self-latching gates opening outward; latch mechanism at least 54 inches from ground or otherwise inaccessible to small children. The barrier must be installed before the pool is filled with water and inspected. Building walls may serve as part of the barrier with compliant door alarms. An electrical permit is also required for pools deeper than 42 inches or with permanent equipment.
