Ogden, UT Swimming Pools & Spas: Fencing & Safety Requirements (2026)

Ogden City Code section 15-13-11 governs family swimming pools as an accessory use permitted in the side and rear yard of a dwelling. Subsection A requires the pool or its accessory machinery to sit at least ten feet from any interior property line, and on corner lots, at least the required side yard distance for an accessory building in that zone from the street-facing property line. Subsection B is the barrier rule: an outside family swimming pool must be completely enclosed by a substantial fence not less than six feet in height, and the code defines a substantial fence as any fence that would not allow passage by any person, a functional standard rather than a materials list.

The same subsection requires any lights used to illuminate the pool or its accessories to be arranged to reflect light away from adjoining premises, tying the pool lighting rule to the same anti-glare approach used elsewhere in the zoning title's supplementary regulations. Because pool fences are height-regulated accessory structures, they still interact with the general fence standards of section 15-13-7, but the six-foot, no-passage barrier in section 15-13-11(B) is the specific governing rule for a family pool enclosure and controls over the seven-foot general side/rear yard fence maximum.
