California's Swimming Pool Safety Act (H&S Β§115920-115929) requires at least two of seven approved drowning-prevention barriers for any new or remodeled pool/spa in Temecula. Most installs use a 60-inch enclosure plus self-closing/latching gates and door alarms or pool covers.
California Health & Safety Code Β§115920-115929 (the Swimming Pool Safety Act) requires every new pool/spa, or any remodel that includes the pool itself, to comply with at least two of seven specified drowning-prevention safety features. The seven options include: (1) an enclosure that isolates the pool from the home, at least 60 inches high, with a self-closing/self-latching gate opening away from the pool, gaps under the fence not exceeding 2 inches, and openings not allowing a 4-inch sphere; (2) removable mesh fencing with a self-closing/latching gate; (3) an ASTM F1346-compliant safety pool cover; (4) exit alarms on doors/windows providing access from the home to the pool yard; (5) self-closing/self-latching devices on doors that exit to the pool with a release at least 54 inches above the floor; (6) ASTM F2208-compliant alarms in the pool that detect unauthorized entry; (7) other means providing equal or greater protection. Temecula Building & Safety inspects barriers as part of final pool inspection. Existing pools are grandfathered until a remodel or property transfer triggers compliance β California Civil Code requires sellers to disclose pool barrier information. Door alarm sound and gate hardware must meet specified standards. Failure to maintain barriers can be a code violation and creates liability under California's attractive nuisance doctrine. Spa covers meeting ASTM F1346 satisfy requirements for hot tubs.
