These local standards implement the California Swimming Pool Safety Act (Health & Safety Code 115920-115929).
Pools cannot pass the pre-plaster inspection or be filled with water until the barrier is approved; non-compliant barriers trigger correction notices, failed inspections, and code enforcement action by the Building & Safety Department.
