Under section 13-0803, no person may begin construction of a pool facility, or substantially alter or reconstruct one, without first submitting plans and specifications, prepared by a North Dakota licensed architect or engineer, to both the city health department and the North Dakota State Department of Health. The application for a permit to construct or remodel goes on forms prescribed by the city, and no permit to construct, alter or renovate may be issued by the city until the state health department grants its approval.

Section 13-0805 then requires a separate building permit before anyone erects, constructs, enlarges, alters, or repairs a pool facility, subject to exceptions cross-referenced at section 19-0102. Section 13-0801 defines the scope of this 'pool facilities ordinance' to cover all pool facilities and their appurtenances, including filtration, chlorination, pumps and bathhouses, with the stated purpose of minimizing health and safety hazards. Section 13-0812 leaves the specific building permit fee to the Grand Forks City Council, which sets pool-related permit fees by resolution. Owners must also obtain a separate annual license to operate under section 13-0806, due by January 1 each year at the city auditor's office, before using the completed facility.
