Kyle, TX Swimming Pools & Spas: Pool Permits (2026)

Kyle adopted the International Swimming Pool and Spa Code, 2021 edition, published by the International Code Council, as the city's swimming pool building code under § 8-42, and the code controls over conflicting city provisions unless the city's own rule is stricter. Section 8-103(4) sets the permit path for 'swimming pools and spas': the permit fee for constructing or installing a pool, spa, or hot tub is charged from the fee schedule in appendix A to the Code, on top of a separate fee for each required inspection the building official schedules.

Applications go to the building official's office, and § 8-46 requires the application to state the property's exact location and the work to be done, with plans and specifications where the inspector needs them. Section 8-104 penalizes skipping the permit step: if pool construction is started, initiated, or proceeded with before the permit is obtained, every fee and charge under this article is doubled, on top of whatever penalty applies for the underlying code violation. Pools built inside Kyle's extraterritorial jurisdiction that receive city water or sewer service pay an added ETJ surcharge under § 8-106 to cover the added cost of inspecting outside the city limits.

The building official is the same official who inspects general building, electrical, plumbing, and mechanical work, so a pool project is folded into that same permit and inspection framework rather than handled as a stand-alone process.
