Doral enforces strict pool safety under Florida Statutes 515.27-515.35 and the Florida Building Code HVHZ provisions. All residential pools require at least one approved safety feature and a protective barrier at least 48 inches high. All pool construction must meet High Velocity Hurricane Zone wind load standards.
The City of Doral requires all residential swimming pools to comply with the Florida Residential Swimming Pool Safety Act (F.S. 515.27-515.35) and the Florida Building Code. Every residential pool must have at least one approved safety feature: a pool barrier at least 48 inches high, an ASTM F1346 safety cover, UL 2017 exit alarms with minimum 85 dB rating, or self-closing doors with latches at least 54 inches above the threshold. Pool barriers must have no openings that allow passage of a 4-inch sphere, and gates must be self-closing and self-latching with the latch on the pool side. Pools within 20 feet of a canal or waterway require additional safety measures. All pool construction requires a building permit from the Doral Building Department. As Doral is within the High Velocity Hurricane Zone, all pool enclosures, screen rooms, and barriers must meet enhanced Miami-Dade County wind load requirements and carry a current Notice of Acceptance (NOA).
Pool safety violations are enforced by Doral Code Compliance. Failure to maintain required safety barriers results in code violation notices and fines. Unpermitted pool construction carries additional building code penalties. Contact Code Compliance at (305) 593-6740.
