Summary
Roseville bans the sale or offer for sale of any flavored tobacco, vape, or nicotine product, including menthol and mint, at every retailer except age-restricted tobacco retailers. A manufacturer's statement that a product tastes or smells like something other than tobacco counts as presumptive evidence of flavor.
Flavored product means any licensed product that contains a taste or smell, other than the taste or smell of tobacco, that is distinguishable by an ordinary consumer either prior to or during the consumption of the product, including, but not limited to, any taste or smell relating to chocolate, cocoa, menthol, mint, wintergreen, vanilla, honey, fruit, or any candy, dessert, alcoholic beverage, herb, or spice. A public statement or claim, whether express or implied, made or disseminated by the manufacturer of a licensed product, or by any person authorized or permitted by the manufacturer to make or disseminate public statements concerning such products, that a product has or produces a taste or smell other than a taste or smell of tobacco will constitute presumptive evidence that the product is a flavored product. ... (c) Flavored products. No person shall sell or offer for sale any flavored products, except age-restricted tobacco retailers.

Full Breakdown
Sec. 304.06(c) of the Roseville City Code says no person can sell or offer for sale any flavored products, except age-restricted tobacco retailers. The ban reaches every product licensed under Chapter 304, which covers tobacco, tobacco-related devices, electronic delivery devices, and nicotine or lobelia delivery products. Because the definition of "tobacco" also covers liquids used in electronic smoking devices, flavored vape liquids fall inside the ban.
Sec. 304.02 defines a flavored product as any licensed product with a taste or smell, other than tobacco, that an ordinary consumer can distinguish before or during consumption. The list of flavors includes chocolate, cocoa, menthol, mint, wintergreen, vanilla, honey, fruit, and any candy, dessert, alcoholic beverage, herb, or spice. Public statements or claims, express or implied, by the manufacturer or anyone it authorizes that a product has a taste or smell other than tobacco are presumptive evidence that the product is flavored.
The exception is narrow. An age-restricted tobacco retailer must prohibit persons under 21 years of age from entering at all times and derive at least 90 percent of gross revenues from licensed products. It must also share no wall with any other business or licensed tobacco retailer unless the wall is permanent, completely opaque, and without doors, windows, and pass-throughs, be accessible to the public only by an exterior door, and have been licensed and meeting those structural criteria as of February 8, 2021. Under Sec. 304.03(l), licenses for age-restricted tobacco retailers cannot exceed four at any time, and Sec. 304.03(m) requires any such retailer that sells flavored products to provide financial records documenting its annual sales on request by the city.
Sec. 304.06(d) adds a separate rule: liquid intended for use in an electronic delivery device must be in child resistant packaging, and a licensee must provide the certificate of compliance or laboratory testing report on request.
Violations & Fines
Selling flavored products outside the exception is a violation of Chapter 304 and draws the Sec. 304.09 penalties: an administrative fine of $1,000.00 for a first violation by the licensee, $2,000.00 for a second at the same premises within 36 months with a three consecutive day suspension, and $2,000.00 with a seven consecutive day suspension for a third. A fourth violation revokes the license. Licensees answer for their employees' sales under Sec. 304.07.
