Full Breakdown

Section 1011.08 of the Roseville City Code sets fence height in every zoning district. A fence in a front yard cannot exceed four feet. The one carve-out is a front-yard fence that sits next to the side or rear yard of an abutting lot, which can be as tall as 6.5 feet. In residential zoning districts, no fence used for screening or security can exceed 6½ feet, and a weaved or welded wire or mesh fence erected at the periphery of a garden to keep unwanted animals out can reach a maximum of eight feet.

Height is measured from the average grade adjacent to the bottom of the fence to the top of the fence material, and fence posts can extend an additional six inches. Any fence exceeding four feet in height needs a permit from the city under subsection (a)(8). The property owner is responsible for locating all property lines before building, and every post and supporting member must sit within those lines. The finished or more attractive side faces the adjacent property or the public right-of-way.

Corner lots face a second limit in section 1011.06. Inside a visibility triangle, no structure can be erected except fences, walls, or berms not exceeding 30 inches, measured from the top of the curb (or pavement edge where there is no curb) immediately adjacent to the triangle. Vegetation cannot be planted or allowed to grow higher than 30 inches there either, and no motor vehicle, trailer, or other equipment can park, stand, or stop in the triangle. For a parcel zoned low-density or low- to medium-density residential, the triangle is drawn from the point where the curblines of the two streets meet, with the other two points 45 feet along each street's curbline. Nonresidential fences must also meet the screening requirements of section 1011.03(b).

Violations & Fines

A violation of Title 10 is a misdemeanor under section 1002.02(a), and each day the violation continues is a separate offense under subsection (b). Section 102.01(a) sets the general misdemeanor penalty at a fine not to exceed $1,000.00, or imprisonment not to exceed 90 days, or both, and costs of prosecution can be added. A fence over four feet built without a permit also breaks the permit rule in section 901.07.

Frequently Asked Questions

How tall can a front yard fence be in Roseville?
Four feet. The exception is a front-yard fence adjacent to the side or rear yards of abutting lots, which can be as tall as 6.5 feet. Section 1011.08(a)(3) sets the limit. Height is measured from the average grade adjacent to the bottom of the fence to the top of the fence material, and posts can extend an additional six inches.
How tall can a fence be near a street corner in Roseville?
Inside a visibility triangle, a fence, wall, or berm cannot exceed 30 inches, measured from the top of the curb or pavement edge adjacent to the triangle. Section 1011.06(f) also bars parking and plants taller than 30 inches there. For low-density residential parcels, the triangle points sit 45 feet along each street's curbline from where the curblines meet.
Can a Roseville garden fence be taller than 6½ feet?
Yes, in one case. Weaved or welded wire or mesh fences erected at the periphery of a garden and used to keep unwanted animals out of the garden are allowed to a maximum of eight feet under section 1011.08(b)(3). Because that height exceeds four feet, the city permit required by subsection (a)(8) applies to it as well.
Who is responsible for finding the property line before building a fence?
The owner of the property on which the fence is located. Section 1011.08(a)(1) makes the owner responsible for locating all property lines prior to constructing the fence, and subsection (a)(2) requires all fence posts and supporting members to sit within the property lines of the property on which the fence is located.
