Full Breakdown

Section 1013.04(d) of the Roseville City Code sets the electric vehicle charging standards for off-street parking. Table 1013.04-2 applies to all new parking areas, to existing parking areas expanding by more than 25 percent additional parking spaces, and to existing parking areas improving more than 25 percent of the parking area. Charging is optional for lots with 29 or fewer spaces. For new lots of 30 to 49 spaces, multiple-family residential (five or more units) must provide 5 percent of required spaces as Level 1 or greater, and nonresidential uses must provide 2 parking spaces as Level 2 or greater, with at least one accessible in each case. At 50 or more spaces, multiple-family lots must provide 10 percent of required spaces as Level 1 or greater plus one guest space as Level 2 or greater, and nonresidential lots must provide 5 percent as Level 2 or greater. Percentage results below one round up to one, and fractions of at least one-half round up.

All new motor fuel sales (gas stations) must install at least one EVCS as Level 2 or greater. Every new nonresidential or multiple-family parking area must also provide EVSE with the electrical capacity to accommodate later hardwire installation of Level 2 or greater stations for a minimum of ten percent of required parking spaces. The city council can revise these numbers upward or downward when it acts on a conditional use permit or planned unit development.

If meeting the rules would cost more than five percent of the total project cost, the owner can submit cost estimates and request a reduction. Where council approval of the project is not required, the community development department can approve a reduction administratively.

Stations are permitted in every zoning district when accessory to the primary use, and stations at residential uses are designated private restricted use only. One- to four-family homes must place a station in the garage or on the exterior wall of the home or garage next to a parking space. For multifamily and nonresidential sites, public-use stations must be easily seen, sited in desirable and convenient parking locations, and operational during normal business hours. Site lighting is required unless charging is for daytime purposes only, and equipment must carry a phone number or other contact information for reporting problems.

Violations & Fines

Section 1013.04(d) prints no fine of its own. Enforcement runs through permitting: Section 1013.02 bars a building permit or certificate of occupancy for a new building, an enlargement, or a change of use unless off-street parking spaces, loading bays, and bicycle parking are provided in accordance with the Code. Reduction requests go to the community development department or, where council approval is needed, to the city council.

Frequently Asked Questions

Do I have to add EV chargers if I expand a parking lot in Roseville?
Yes, once the expansion adds more than 25 percent additional parking spaces, or the work improves more than 25 percent of the lot. Charging stations are then required at the new-lot quantities in Table 1013.04-2, prorated to the spaces in the area of expansion or improvement for multiple-family sites.
Are small parking lots exempt from EV charging rules in Roseville?
Lots with 29 or fewer spaces have optional charging under Table 1013.04-2. At 30 to 49 spaces a nonresidential lot needs 2 Level 2 or greater spaces, and from 50 spaces up a nonresidential lot needs 5 percent of required spaces as Level 2 or greater.
Can the EV charging requirement be reduced?
Yes. When meeting the rules would cost more than five percent of total project cost, the owner can submit cost estimates and request a reduction. If city council approval is not required for the project, the community development department can approve the reduction administratively.
Can I install a home charger at my single-family house in Roseville?
Level 1, Level 2, and DC stations are permitted in every zoning district when accessory to the primary use. At one- to four-family dwellings the station must be in a garage or on the exterior wall of the home or garage next to a parking space, and it is designated private restricted use only.
