Summary

On any single-family or duplex residential premises, it is unlawful to place, keep, store or locate within the public right-of-way of a street, sidewalk or alley, or within any front yard as defined in the zoning regulations of the county, any solid waste or recycling container; provided, however, that such container may be placed within such area, except for vehicle lanes, for the purpose of the collection thereof within twenty-four hours of the scheduled solid waste collection day.
(b)No person shall place a container for collection in a location that does not provide sufficient space for a disposal vehicle to safely access the location, including without limitation a location along a roadway that will not accommodate a vehicle the size of a disposal truck or provide for a safe exit of a disposal truck without unreasonable backing up.
