City Code Sec. 9.08.100(C) makes it unlawful for single-family and duplex residents to place, keep, store or locate a solid waste or recyclables container -- including wheeled carts -- within the right-of-way of a street, sidewalk or alley, or within the front yard. The only exception is for actual collection: carts may go out (outside traffic lanes) no earlier than 2:00 p.m. the day before the scheduled pickup, and must come back off the right-of-way by midnight of collection day itself. Multi-family, commercial and industrial premises face a stricter rule under Sec. 9.08.100(D): carts can never sit in the right-of-way, and must be kept in an enclosure whenever one was required by the property's development approval.
