Blue Hill, NE Trash & Recycling: Bin Placement Rules (2026)

Blue Hill Municipal Code § 7-503(C) sets the physical placement rule for weekly trash pickup: the city's contractor is required to empty every receptacle that a residential customer places curbside. Businesses and institutions do not automatically get curbside service; instead, the placement of their containers is worked out by direct negotiation between the city and the contractor. The receptacles themselves must be the name-brand, 96-gallon-capacity containers the contractor supplies. If a household occasionally generates more trash than the 96-gallon toter holds, § 7-503(C) allows the resident to bag the excess refuse, rubbish, garbage or junk and set the bags beside the container for that week's pickup.

But if the overflow happens on a regular basis rather than as a one-off, the ordinance shifts the fix onto the resident: they are expected to obtain a second 96-gallon toter, at their own cost, rather than continuing to bag extra loads curbside. Curbside service ties directly into billing: § 7-504 makes every served premises liable for the solid-waste charge unless the owner or occupant proves the premises was unoccupied or that waste was otherwise lawfully hauled and disposed of, so simply declining to put a bin at the curb does not excuse the charge. Collection fees themselves are billed with the resident's monthly utility bill under § 7-104, referenced in § 7-503(A).
