Corvallis Municipal Code Section 4.01.060 governs where households and businesses may stage their solid waste receptacles for collection. Carts must be placed within three feet of the curb, but placement can never restrict access to bicycle lanes or sidewalks, and items not meant for collection must sit at least three feet away from the receptacles so haulers can work without obstruction. The window for having a cart at the curb is tight: 24 hours before the scheduled pickup by a franchised hauler and 24 hours after, so carts cannot sit out for days at a time.

Receptacles set out in alleys must be positioned so franchise collection vehicles can maneuver around them. Section 4.01.050 backs this up by requiring that every receptacle be strong, watertight, rodent proof, insect proof, and fitted with a tightly closing lid, and that it be kept out of the right-of-way except when actually placed for collection. The City Manager supervises hauling and disposal citywide under Section 4.01.020, including inspections for compliance and arbitration of disputes between franchise haulers and residents. A violation of Chapter 4.01 is a Class A Misdemeanor under Section 4.01.140, punishable in Corvallis Municipal Court by a fine of up to $2,500 and up to one year in jail, though in practice code enforcement in the Community Development Department typically issues a compliance notice before referring a repeat violation for prosecution.
