Section 4.01.130 of the Corvallis Municipal Code sets a midday quiet period for downtown collection: no person may operate solid waste collection equipment within the City's business district between 12:00 noon and 6:00 p.m. of any day, except that the City Manager can issue a permit allowing special consideration to a franchise holder who needs it. That rule dates to Ordinance 58-60 from 1958 and was updated by Ordinance 98-08 in 1998. Citywide, Section 4.01.120 requires every franchised hauler, or any person transporting their own solid waste, to use a vehicle that is covered, watertight, and drip-proof, so loads cannot leak or blow litter onto Corvallis streets.

Collection itself runs through the City's exclusive franchise system: Section 4.01.100 makes it unlawful to collect solid waste in the City without a franchise, and bars anyone other than the generator, a City officer or permittee, or a franchisee's employee from interfering with a receptacle a franchisee services, including removing its lid or taking it from where the generator placed it. Section 4.01.080 lets a resident haul their own waste on City streets without a franchise, provided it is hauled so as to prevent leakage or litter.

The City Manager, per Section 4.01.020, supervises all hauling and disposal, runs compliance inspections, and can suspend or revoke a franchise for noncompliance after notice or a Municipal Court conviction. Chapter 4.01 violations, including running collection equipment downtown during the restricted hours, are Class A Misdemeanors under Section 4.01.140, carrying up to a $2,500 fine and up to a year in jail.
