Section 4.01.070 of the Corvallis Municipal Code imposes a mandatory disposal duty rather than a fixed weekly pickup day: all persons in the City must dispose of perishable solid waste before it becomes offensive, and must dispose of nonperishable solid waste promptly rather than letting it accumulate on or about the premises. That duty pairs with Section 4.01.030, which independently bans dumping, collecting, or accumulating solid waste on any street, alley, public place, or private property in the City. Together the two sections put the obligation on residents and businesses to keep waste moving out through the collection system rather than storing it.

Collection itself runs through the exclusive franchise system set up in Section 4.01.100, which makes it unlawful for anyone to collect solid waste in the City without a City-issued franchise, and residents rely on that franchisee for regular pickup rather than the ordinance dictating specific days. Section 4.01.050 requires the receptacles used to hold waste between pickups to be watertight, rodent proof, and fitted with tight lids, with capacities set by the applicable franchise agreement. The City Manager supervises the franchise system under Section 4.01.020, including inspections to confirm compliance and authority to suspend or revoke a franchise for repeated violations.

A person who lets waste accumulate in violation of Section 4.01.070, or who dumps in violation of Section 4.01.030, commits a Class A Misdemeanor under Section 4.01.140, exposing them to a fine of up to $2,500, up to a year in jail, or both, on conviction in Corvallis Municipal Court.
