Freehold Township, NJ Trash & Recycling: Bin Placement Rules (2026)

Chapter 290, Article I dates to 12-23-1968 and starts with § 290-1's baseline: every dwelling, house or premises where waste accumulates must keep sufficient, suitable receptacles with tight-fitting covers on site. Section 290-2 sets the minimum count at one receptacle per family unit, and at commercial or business premises at least two receptacles, or one of a capacity and design the Board of Health accepts, sized to hold everything that accumulates between pickups. Section 290-3 gets specific about the container itself: it must be tight, nonporous metal or plastic, tapered in design, fitted with a pull handle, verminproof, and hold no more than 30 gallons and no less than 20 gallons for a single residence; § 290-4 lets multidwelling or industrial premises use larger containers as long as they still qualify as suitable and work with motorized collection equipment.

Section 290-5 gives the Township leverage over broken containers: garbage in a badly damaged receptacle need not be collected once the Health Officer has given the owner written notice. Placement itself is governed by § 290-6, which requires receptacles to sit in a convenient location on the premises and to be kept with the cover in place so they don't create a nuisance or a menace to public health, a standard the Health Officer and Code Enforcement can act on without a numeric distance requirement written into the section.
