Section 290-7 sets the preparation rules residents must follow before collection: garbage must be drained of liquids and wrapped in paper or placed in paper bags before going into a proper receptacle; loose papers not placed in a can must be tied into bundles or packages sized for one person to lift; combustible or noncombustible waste too bulky for a receptacle must be similarly bundled, capped at 50 pounds per package; and rocks, concrete, junk, scrap metal, plumbing fixtures and contaminated earth must be kept separate from ordinary household waste.

On the hauling side, § 290-9 requires every permitted collection vehicle to be a closed type, loaded so nothing falls, leaks or spills, and properly covered to stop rubbish from scattering onto public or private property. Any licensee who does spill or scatter refuse must clean it up immediately, and every permitted vehicle must display ownership identification on its right side as state law and the Township both require. Licensees must also follow state law, Township ordinances, and the rules of the local Board of Health and the State Department of Environmental Protection.
