Freehold Township, NJ Trash & Recycling: Dumpster Rules (2026)

1, added 11-28-2006 by Ord. No. O-06-42, bars anyone from parking or leaving unattended a roll-off dumpster or roll-off container on or along any street, highway or public property in the Township without a permit from the Freehold Township Police Department. The permit isn't a general convenience: it issues only when the portion of a premises' driveway immediately adjacent to the street is being replaced or reconstructed and can't accommodate the dumpster otherwise, and even then it's capped at a maximum of two days. The fee is a flat $25 per permit.

2 requires it to display yellow reflective diamond-shaped warning panels at least 18 inches by 18 inches, mounted at the edge of the dumpster at both ends nearest passing traffic and facing oncoming vehicles, with a minimum mounting height of three feet from the panel bottom to the roadway surface. A separate rule reaches every dumpster wherever it sits, not just those in the street: Article III, added 8-25-2009 by Ord. No. O-09-24, requires any refuse container or dumpster exposed outdoors to stormwater to stay covered at all times under § 290-18 and bars it from leaking or discharging liquids, semiliquids or solids into the municipal storm sewer system.

Exceptions in § 290-19 cover permitted temporary demolition containers, ordinary litter receptacles, individual homeowner trash and recycling bins, containers already regulated under a state NJPDES stormwater permit, and large bulky items like furniture or white goods set out for curbside pickup.
