Long Branch, NJ Trash & Recycling: Dumpster Rules (2026)

Chapter 293, Article II of the City Code governs roll-off containers and dumpsters that are not owned or serviced by the City itself. 1B, no person may place one on a city street without first securing a permit, and applications go through the Director of Public Safety's online parking management system. Before issuing a permit, the Director consults the Long Branch Police Department Traffic Bureau to confirm the placement will not create a traffic or safety hazard. The applicant must supply certificates of insurance covering at least $500,000 per person and $1,000,000 per occurrence in public liability, plus $100,000 per occurrence and $200,000 aggregate in property damage, both naming the City as insured, with 15 days' notice required before any cancellation or amendment.

The street itself must be at least 30 feet wide from curb to curb, and the container must sit parallel to the curb no more than eight feet six inches from it, without blocking any sidewalk. Reflective yellow diamond markers at least 18 inches square, mounted at least three feet above the roadway, must face oncoming traffic at both ends. The filing fee is $50, nonrefundable, and each permit runs 14 days, renewable once for another 14 days at no extra charge on written request; the permit must stay posted at the job site or on the container itself.

During a declared snow emergency, any container sitting in a posted no-parking zone must be removed immediately once snow covers the roadway, or the City will remove it and bill the permit holder for the cost. Containers must be covered with a tarpaulin at all times to control litter, dust and odor, and any street, sidewalk or curb damage the container causes is the permit holder's responsibility to repair.
