Georgetown carts must be at the curb before collection begins, which means by 7 a.m. most of the year and 6 a.m. during summer hours. All materials must fit inside the cart, and refuse left outside a building other than in approved containers is a nuisance under Sec. 8.20.080.
Georgetown's published guidance requires solid-waste and recycling carts to be placed at the curb before pickup starts. Because Texas Disposal Systems collects between 7 a.m. and 7 p.m. in the standard season and 6 a.m. and 7 p.m. during summer hours, carts should be at the curb by 7 a.m. (or 6 a.m. in summer) on the collection day. Residents must fit all materials inside the cart; extra bags or bundles outside the cart are not collected unless tagged with a $5.20 Bag Tag (paper-bagged yard trimmings are exempt). The city does not publish a separate ordinance fixing cart-orientation or set-back distances online, so those are operational TDS guidelines rather than code requirements. What the Code of Ordinances does require, under Sec. 8.20.080, is that garbage, brush, loose waste, or refuse not be left on public or private property outside a building except in accordance with TDS policies, which means waste must be contained in the issued cart or properly tagged and set at the curb for collection rather than stored in view or in the right-of-way between collection days.
Improperly placed or uncontained material is left behind by TDS. Storing refuse outside a building, leaving carts or bags in the right-of-way between collections, or otherwise creating a sanitation nuisance is enforceable under Sec. 8.20.080 by Code Compliance through notice and citation.
