The Code phased out free extra bags over time: from October 2012 through September 2013 up to two extra bags or bundles were collected free, dropping to one extra bag through September 2014, and after October 1, 2014 no additional bags or bundles are collected at the curb without a purchased City bag tag attached to each one. Non-residential accounts are on a different, negotiable schedule: Sec.
B lets the contractor and customer agree on anywhere from one to seven pickups per week and on the size and number of carts, dumpsters, or roll-off compactors used. Service is mandatory, not optional, under Sec. 180 to spread the cost of the service across the community. The only way out is a documented exemption from the Environmental Services Department for a cemetery without an office or for agricultural land, and even then the exemption lapses the moment the owner requests service or the land use changes.
