Section 9-407(a) requires occupants to place portable refuse containers outside any yard fence and within six feet of the alley in blocks with alley pickup, or within six feet of the curb where curb pickup applies, unless the director of the municipal services and operations department has approved a different pickup point. on the scheduled collection day but never earlier than 24 hours before that time. Subsection (c) requires the collection site to stay clear and accessible to minimize injury risk to the collector, and any dog tethered nearby must be kept where it cannot interfere with the crew.

Households with a physical impairment can apply in writing for door-side or other special collection service, subject to periodic renewal, under subsection (b). After the truck comes, subsection (f) gives occupants 24 hours to pull the cart or container back off the collection point and the right-of-way; a cart left out longer can be declared an environmental code violation enforceable under chapter 9, article VII, and collection supervisors have standing authority to confiscate any container still sitting in the street or alley in violation of the section.

Section 9-404(h) also makes clear the city is not liable for damage to driveways, utility lines, or landscaping caused by the collection vehicle or by an unsecured cart rolling away.
