010(1)(a)(iii), 'Placement for Collection; Removal,' controls exactly when a Layton garbage container may sit at the curb. Containers to be collected and hauled by the City or its contractor must be set out for collection on the day designated for that route, not left out continuously between pickups. On the removal side the rule is stricter: every empty container must be taken off the street as soon as practicable after it is emptied, and in every case it must be removed from the street the same day it was emptied, not left out overnight or until a more convenient time.

010(1)(a): because the City or its contracted provider owns the container and controls the collection route, a resident who leaves a can at the curb outside the designated window is out of step with the same section that entitles them to service in the first place. 010(1)(a)(iv) and (vi), securely closed at all times and free of damage, so a cart sitting curbside past its collection day is doubly out of compliance if it is also left open or overflowing.
