010(1)(a) makes City garbage service mandatory for single-family structures and multi-family buildings of ten or fewer independent units: their owners, agents, and occupants must have refuse removed by the City or the City's contracted service provider, not a private hauler of their own choosing. 010(1)(b). Every residence is issued one City-owned container per unit, with additional containers available for a fee set in the City's fee schedule; ownership of the container stays with the City or its provider even though it sits on the resident's property.

010(2) folds the collection charge into the City's regular combined utility bill alongside sanitary sewer, storm sewer, and culinary water charges, and failure to pay any part of that bill can result in the City terminating water service to the property. 010(3) closes the loop by barring anyone except a City-authorized contractor or a properly licensed private hauler from collecting or transporting solid waste on Layton's streets, avenues, alleys, or ways, so a resident cannot simply arrange for an unlicensed hauler to pick up garbage instead of using the City system.
