020, Littering; Prohibited, bars dropping, throwing, casting, placing, or laying ashes, offal, vegetables, garbage, dross, cinders, shells, straw, shavings, tree trimmings, tree stumps, dirt, filth, or rubbish of any kind in any street, parking, sidewalk, watercourse, ditch, gutter, land, alley, vacant lot, or public place in Layton, except when and how the City Council specifically authorizes it. The prohibition is broad by design, covering both organic yard debris and construction-type debris, and it applies to public rights-of-way and open land alike rather than just streets.

040(3)(b) separately bans dumping the same categories of waste, garbage, refuse, trash, rubbish, hazardous waste, dead animals, sludge, or vegetative waste, on agricultural land of five or more contiguous acres, and makes that violation a class B misdemeanor where each day the dumped material remains constitutes a separate offense. 040 is liable for all City expenses incurred in removing or abating the dumped material or source of filth, on top of whatever penalty a court imposes.
