010(1)(a)(iv) requires that all garbage set out for City collection be placed in containers kept securely closed at all times, and kept in a location and manner that prevents offensive odors in the neighborhood; an open or overflowing can is itself a code violation independent of what is inside it. Subsection (v) adds a separate hazard rule: no ashes or noncombustible rubbish may be dumped in the same container as combustible garbage, and hot ashes can never be set out for collection or removal at all, a real fire-and-injury risk for the crew handling the cart.

010(1)(a)(vi) covers the physical condition of the container itself: residents must keep it free of destructive or decorative markings, maintain its original color, and keep the inside clean and free of the fungus, bacteria, or other buildup that causes odors or speeds deterioration of the can. 010(1)(a)(i). 010(1)(a): a resident cannot satisfy the ordinance by setting garbage out loose, in an unapproved bag, or in a container they purchased themselves.
