02(a) applies to single-family and two-family homes, apartments, hotels, restaurants, stores, schools, churches and any other business premises where garbage accumulates. Each of those must keep, on the premises or within twenty-five feet of it, suitable and sufficient receptacles that meet the chapter's requirements and that do not let odors escape, holding all garbage produced between the City's regular collection dates. The receptacles have to be positioned so collectors can readily reach and empty them at the front line of the premises on each scheduled collection day, and at every other time they must not sit as a public nuisance or be offensive in any degree.

That two-part standard means a can left at the curb outside pickup windows, or one that leaks odor or attracts pests, is itself a code violation independent of any collection-day rule. The ordinance also gives Medina's Director of Public Service discretion to override the standard front-line placement: if putting receptacles at the front line of a particular premises causes a public nuisance or creates a health problem or hazard, the Director can advise the owner, tenant, lessee or occupant that scheduled collection will instead be made at or from another designated part of that property.

That relocation authority is case-by-case, not a blanket exemption, and the property occupant must follow whatever alternate arrangement the Director sets. 99 backs the placement rule: any violation of Chapter 941 is fined up to one hundred dollars, with each day of a continuing violation charged as a separate offense.
