Summary
Medina's Director of Public Service divides the City into as many garbage and rubbish collection districts as needed and fixes the day or days each week collection happens. The Director can also order extra collections beyond once a week when health or sanitation calls for it.
For the purpose of the collection of garbage and/or rubbish, as defined in Section 941.01, the Director of Public Service shall divide the City into as many districts as he deems necessary for the convenient collection thereof and he shall fix a day or days in each week on which garbage and/or rubbish will be collected by the City. The Director may arrange for collections of garbage and/or rubbish more often than once each week, if in his opinion and experience, such special collections are deemed proper for the maintenance of health and sanitation.

Full Breakdown
04 puts the mechanics of pickup entirely in the hands of the Director of Public Service. 01, the Director divides the City into as many districts as deemed necessary for convenient collection and fixes a day or days each week on which each district's garbage and rubbish will be picked up by the City. That authority is administrative rather than legislative: Council does not set pickup days by ordinance, and the schedule can be redrawn by the Director as the City's routes or growth require, without a separate vote.
The same section lets the Director arrange collections more often than once a week whenever, in the Director's opinion and experience, such special collections are proper for maintaining health and sanitation, giving Medina flexibility to add pickups after storms, holidays or unusual volume without amending the code. Because collection is organized this way, the actual day-of-week schedule for any address is not printed in the code itself; it is set administratively by district and published by the Service Department. 02(h) restricting garbage collection within city limits to City employees.
Violations & Fines
Section 941.04 itself sets no separate penalty; failing to follow the district schedule it establishes is enforced through the related placement and hauler provisions of Section 941.02 and Section 941.03, which carry the chapter's general fine of up to $100 under Section 941.99, with each day of a continuing violation a separate offense.
